UI means User Interface.
User Interface is simply the layout of the windows, buttons, text, etc which are regularly seen on a PC.
If the UI is going to be different it’s mean there would be some change in the Start button layout, or there could be a new look to the Run feature, or there could be a new Shutdown window, or new type of window bars, or some new tools altogether to increase the quality of work.
User Interface means the Interface or the console with which the User interacts by pressing buttons and clicking.
EDIT:
Interface means something on which work can be carried out.
User Interface is just a modified term meaning that the interface with which the User or the one who’s sitting on the computer interacts with the computer.
There’s not much difference between them, but User Interface is a bit modernized term.

Hi,
What is the make of your computer? find out and call technical help and explain the problem you’re having. I think it’s hard for us to know what the problem is without actually looking at your computer and its set-up.
Good luck
